Cinched-waist vs high-waisted: not the same thing
Most swimwear marketing uses these terms interchangeably. They're different cuts.
High-waisted means the bottom rises higher on the torso than a standard brief, usually to the natural waist or just above the navel. The fabric is flat. The waistband is straight. The shape is rectangular.
Cinched-waist means the bottom has a defined waist closure — belt with a buckle, a tie, or a metal ring. The bottom can be high-rise or mid-rise; what matters is the cinch itself. The shape is hourglass.
The visual effect is different. High-waisted gives coverage but no extra definition. Cinched-waist creates a defined waistline regardless of your underlying shape, because the cinch is the focal point.

A fast-fashion version has the belt sewn onto the outside of an otherwise standard bikini bottom — the belt can be cut off without changing the underlying garment. Integrated lasts; appliqué fails.
Real hardware, not plastic. Metal ring, buckle, or D-ring should feel substantial. Plastic hardware on a cinched-waist bikini cracks within a season. Metal lasts.
Fabric continues uninterrupted under the belt. When you unfasten the belt, the bottom underneath should look complete. If it looks weird without the belt (bare elastic, raw edges), the belt is hiding poor construction.
How to style a cinched-waist bikini
The cinched-waist is already doing visual work. Don't over-complicate.
The top should be simple. Clean triangle or bandeau lets the cinch be the focal point. Heavily ruffled or print-heavy top competes with the cinch.

Cinched-waist vs ruched. Ruched fabric (gathered, scrunched) creates texture and a soft visual interruption. Cinched-waist creates a hard line at the waist. Ruched works for adding curve where there's less; cinched works for defining a curve that's there or implying one that isn't.
Cinched-waist vs draped. Draped fabric falls in soft folds. Forgiving but can read loose. Cinched is the opposite — sharp, defined, structural.
